i have got the handset with this problem
already flashed with fastboot mehtod sussesfully but after 30 sec handset goes in this mode
already search in forum only one member got this problem in same handset

Try update with wifi if not done need s-off and downgrade

finaly it done
its a mode in htc which is used by flip cover but in my phone its already activated
app name htc dot view
just assmenble phone and its done

iam changed display and charging stripp done 1000%.....
