JL comander is not made to do unlocks it is for wiping/resetting
your Blackberry

but wouldnt it also wipe the info that locks the phone to a particular network or it doesnt go that deep?

Yes it will but youwill have to reload the operating system on the phone..

I think it only wipes the phone, the phone is still 'branded'. You need to unbrand it using MFI MultiLoader, then it has process to unlock it, and loading a fresh OS in there.
MFI Multiloader 'nukes' the phone! lol
