problem can be: 1.) PB99 is wrong, desire HD is caled ACE and the diag must be PB98 !!! 2.) your phone is modded (have some cooked rom or radio from anoter device), this mean you must restore phone first in original state, by flashing it with original flash file. No problem if file is branded or not, important is, rom is original and phone is not rooted 3.)if you are sure that phone have original rom, than this is a micro sd card problem, just try another sd card until PB98.diag is being loaded correctly.
