IPhone 4 AT&T unlocking problem. Wrong network - GSM-Forum

I have a problem. I cheack this imei 012339008171215 in MXBox
Here is log:

1. your phone was not unlocked because is added at wrong carrier and our
supplier said is not possible.

2. your HTI credits are not refunded because you added this phone to wrong carrier.

When you add a phone to unlock in HTI ONLINE SERVICES first step is to
check IMEI with IMEI CHECK service and look for Next Tether Policy.
If next tether policy is not AT&T you can not add that IMEI for unlock with AT&T.

Your phone 012339008171215 next tether is:
1 (Unassigned factory default - Apple carriers only. SIM Swap triggers rebricking.)

For example other phone 013048002202020 you added to our services
was unlocked because next tether policy before unlocking was:
