iPhone UNLOCKING AT&T jobs from 2 December 2012 what have delay - please read here. - GSM-Forum

After I see some complains about delay for ATT jobs, we did a manual check
and we have found was a bug in our side server operator.
All this jobs was NOT sent to be unlocked. We are talking about 1100+ jobs.

All this jobs was sent to be unlocked ONLY now and will be unlocked after few hours.

Please accept our apologies for this inconvenience.

so that's why, only 2 of my 3 or 4 units was having the problem. i thought it was maybe a problem on phone's imei or something. i thought it was blocklisted.
