It wont Start Always Give error And old 3.2 is working fine pls check attached snapshot

I HAVE MENTIOND THAT DRIVERS R OK AND OLD VERSION IS WORKING FINE ANTIVIRUS ALSO DISABLED + prog in exclusion list now what to say
