not possible w/o the backup of orig rpl file.

you have to buy a calculated rpl file.

dear you need to buy new RPL from Nokia but at the moment server are closed so you need to wait (Thats It) & other solution is backup in case if you have CERT backup then just restore.

And plz next time use search in forum or google

submit ur phone at any Nokia (Care) L3/L4 service center , they can help u.
becoz RPL calculation for public is currently not available.
