when above method not working, flash it and than format user area, full factory. may be you need to do it several times to success.

First, erase witn ufs or jaff, then flash latest version firmware, write pm and init simlock.
this is link pm file
tested 100%

I had the problem too, and not solved with all solution above. Can't local mode...
I've allready trying Flash it with UFS Tornado, JAF, UFS HWK and the result is same...
