I sent Code and got phone is unlocked attach to itunes
I restore to last firmware and try to unlock but getting invalid sim
after that i check again and there says locked : yes even i unolock via HTCI

Any Advice ? Regards

next tether policy: 10 (Unlock.) It means that ur phone IS factorily unlocked.
But ur phone does't get activated. I've heard that this problem occurs with at&t iphones with Puerto Rico and US Virgin Islands Activation Policy.
Some people advice to jailbreak it and deactivate/reactivate with SAMprefs but I am unsure if this method works.
