Does anyone know if it is possible to cloud unlock an iPad Pro 3rd Gen by replacing the nand?

if you have 4g version - by removing 1 resistor only.
wifi version - by reprogramming serial (if supported on available tools).

by replacing nand from other device, probably not, because it holds other sensitive data.

p.s. 4g version, after removing resistor and making into WiFi model ...
wifi will not work, need jailbreaking and fixing, or - changing wifi module.

You can’t JB and fix WiFi sim and WiFi drivers swap, if you do this you will have to change the WiFi chip to so as in a wifi only ipad.
