You have to see if c68 have vbat voltage and if voltage is ok then you have to change u1 rf.

C68 is lcd voltage and u1_rf has nothing to do with this Problem

Just find if the ic have the correct voltage before you change it.

if you reheat ic it will work for some time maybe for a month maybe for years. (this is not the best solution for me )
