iphone 6 no power - PP1V8_OSCAR - 0V

I've got an iPhone 6 that had a broken screen, no apparent water damage
DCPS reads 0.00A, powered on reads 0.08A USB reads 0.49 A
The phone will not go into DFU mode
With DCPS still connected and reading still at 0.08A,I attempt to enter DFU mode (by pressing power and home buttons same time for 8 seconds release power still holding home) ---> DCPS reading is still 0.08A than at 8 seconds DCPS reading cuts out to zero for a split second than back to 0.08A.

Test Voltage:
PP_CPU 0.85v
PP_VAR_SOC 0.85v
PP_GPU 0v
PP1V8_SDRAM 1.8v
PP0V95_FIXED_SOC 0.95v
PP1V8 1.8v
PP1V2 1.2v
PP1V2_OSCAR 0V (no short circuit)
PP1V8_OSCAR 0V (no short circuit)
PP1V8_GRAPE 1.8v
PP3V3_USB 3.23v
PP1V8_VA 1.8v
PP3V0_TRISTAR 3v
PP3V0_IMU 3v
PP3V0_NAND 3v
PP1V0 1v
PP3V0_PROX_IRLED 3v
PP1V8_ALWAYS 1.8v
PP3V0_MESA 3v
PP1V2_SDRAM 1.2v
PP3V0_PROX_ALS 3v
PP5V0_usb 5v

Replace: charging connector (flex),battery, cable usb tristar and PMIC - still the same.
why the voltage 1.8oscar and 1.2oscar have 0v ??
any suggestions?
