iPhone 6 Searching No Service

i am working on an iphone 6 board which keeps saying searching... and later NO SERVICE. the imei is clean. I have replaced the U_LBPADpower amplifer ic and also reflow the baseband ic and still the same. when i dial *#06# nothign happens.
Do i need to take off the baseband ic and reball it? (big job)
or If in case its damaged, could I get a new baseband ic? and would that give my phone a new imei number?
