iPhone 6 Plus Searching No IMEI No Modem Firmware

Originally water damaged and boot looping.

Speaker amp ic reballed and shorted cap removed.

Phone boots now but searching and no modem firmware/IMEI when dial *#06#

Things tried:
Replaced BB_pmu
Reballed BB CPU

Same issue. No shorts anywhere on baseband side

Any suggestions?

All voltages from U_PMICRF come up for a second then drop to 0v and try to come up again and keeps repeating then stops.

No shorts measured anywhere
