Unplug digitizer and then check power button working or not? If yes then resolder digitizer to controller also resolder other end of controller I mean connector side that goes to motherboard.

press and hold power button .
see if " SLIDE TO POWER OFF " windows appear or not ?

if appear, then you need to go to Settings > and change lock button / power settings.

I was stressed with this issue when i did my first iPad mini.
but power button can be disabled/enabled from the settings.

post result of this settings first, then we move to next procedure .

Check your fpc connector from the board, sometimes you pulled the digitizer plug out too hard from the board, the pin came out with it, so you have to replace that fpc connector on the board. If the connector is ok then check for filters around it to see if there's anything else missing.
Let me know if you still need help.
