I try to unlock this lumia IMEI : 356454060683488 and I get this error

Error not same.
I have no idea which ENO you had used ( because you had cut complete logs ) , so can advise you try another one ENO. BEST by default download all available ENO's for selected RM ( if they available ).

If you not want use search ( it just 2 minutes of check , where you can find similar problem and solving steps for it ) - ask support for refund.

This is the only that works, cause the other in support is
RM975_1061.0074.9651.12400.207.2415_enosw-wim-signed_604673.secwim and didnt work any idea?

Seems as that happen due different ( much ) versions change between Main SW and ENOSW.
1. Reflash to another sw version with 2040
As Ex : 059W4X2
Selected Variant : RM-975 VAR NAM 4R CV

2. Downgrade to any 10xx version ( any PC with SWAP ENGINE GLOBAL )

Download ( If you dont have) firmware with any Product code with SWAP ENGINE GLOBAL from navimanager or other source and flash it...
