Hello.

There is no need in making "Repair/Wipe Security" for Galaxy S6/S6 Edge phones to write a Cert file.
Please write first Security backup, which You have, back into the phone, then repeat "Write Cert" operation.

If problem will remain, please do the next:
1. Make Factory Reset and reflash the phone.
2. Root the phone with CF Auto Root.
3. Remove SIM card from the phone.
4. Repeat "Write Cert" operation.

Post here result and full Software log of performed operations.
