Maybe after downgrade to 21.110.99.03.00. you need to i install Huawei Driver v 5.01.06.00. to find comport and unlock with Mkey.

After unlocking flash again with 21.180.17.00.00.

Hi, in ur case need to write compatible fw to modem. After modem will back to normal mode.
