What is signed in your phone's screen when You insert SIM card? Does the phone accept card or not? Have You tried to use different SIM cards? Have You tried to select network manually?

yes my st21i acceptet any sim card.i select network manul un message(non enregistré sur le réseua)

Try to re-flash the phone. Also, please upload somewhere first security backup ("Sony_ST21i_35 5875055230441_07-12-2013_21-11-12.sec") from your device and post here link; we will try to write it into our phone, unlock it and check, whether the network is OK.

We have written security backup from your device into our phone, then performed Unlock operation. Phone became unlocked and no problem with network; so, this can be HW problem. Please check phone's HW. Also maybe phone's IMEI is in your network operator's black list. Try to use another SIM card from another operator.
