IS this a bug or error to Nokia 8250?

I use Sim_EMU 6.01 v2.1 to modify the hexfile and programed to pic877 +256, but when I check the simcard memory status, it reports that "Sim card:not available. and if I want to add some address to sim card ,also reports as above, so I use this simcard to my friend's mobile phone(MITSUBISHI) to have a try, all reading ,writing is ok,so I get it to my Nokia 8250 to retry, also could read out what is writed in MITSUBISHI,and I can also write,too. but the sim card status report that there is only 250 ADN ,not 254 as my preset in sim_emu. In sim_emu's information menu also reports 254ADN.what's wrong?
