Yes volcano has same power like this as you said , it reads correct file from dead ( booting ) phone and can make alive to phone by that file .

Volcano never kills phone ,just need to use brain , After ,read ,write or format connect usb cable phone to pc and wait for 10 to 30 seconds ,phone will show charging ,if yes then press power on button of phone .
