IMPL lock after cross-flash mess

I have a dual-SIM LG G710EAW phone. When I came to the US I flashed the Tmobile firmware via LGUP. I did this because T-Mobile kept kicking off my phone off their network, and assumed this would help T-Mobile "recognize" the phone.

After flashing, the phone was totally bricked - no power, no sign of life except for EDL. However, in EDL mode I took a dump of all the partitions with T-Mobile firmware still on it.

After many months I was able to revive the device by flashing EAW firmware in EDL mode, simply by trying a bunch of things and learning.

When the phone booted, it showed no S/N and no IMEIs.

I went ahead and flashed the modemst1, modemst2, fsg partitions from the T-Mobile backup from earlier.

The IMEIs showed up for both the SIMs but the 2nd SIM wasn't being detected (emergency calls only) no matter what.

Ignoring that for the time being, then, I edited the FTM image to add my serial number (from the box) and that gave me the S/N but WiFi stopped working.

At this point, I re-flashed EAW to try to fix, and booted to "This phone is permanently locked" and when I put a SIM card, it goes to "No Service" immediately.

The "Network settings" option is unavailable in settings. The IMEIs and S/N is back to 0 and blank, respectively.

When I try to flash in LGUP, it says "Phone is IMPL lock state".

I have the IMEI numbers and S/N from the box, but I have no idea how to proceed to restore these to the phone along with full cellular connectivity.

I've read the IMPL lock is stored in EFS, but I have no idea how to access or reset it.

I do have root via Magisk.

How do I proceed from here?
