Which phone model exactly do You have? Repair IMEI operation can't be performed with Skip Read / Write QCN option for this device.

Also, please make sure that You perform this steps:

To connect the phone in Normal Mode, do one of the following:

1. Type 277634#*# or *#546368#*850# or 3845*#850#, go to "Port Check Test" (or "SVC Menu -> Port Check Test") and switch "Port Check Test" to "Enabled".

We can prepare test Software version for You with Skip Read/ Write QCN option, but Unlock operation You will perform at your own risk (without backuping QCN, may be issue with network after Unlock)

Please, download and install test Software version form the Support Area (LG/TEST SOFTWARE/), then repeat Unlock operation with Skip Read/Write QCN option.
