1.Start main module
2.Go to settings tab and use "Download Installers from Server"
3.Download installer.
4.Close main module and install sprd exe.

I'am just tested and it work.

do the following in, reinstall the recent update of spd 1.3 again, so in the installation process change the destination folder to the folder of the old spd version. it will work perfectly

If for you not work, try to chech what is wrong in your pc.
Installer work 100%, i'am downloaded and tested it myself.
