Yes, exe will give this message when exist problem with initialization, for example com port handle remain opened or phone remain in "unknown state"
You can belive or not, but I'am really can't guess what exactly you do with your phone, so exe will give generic error.
If you want to report some, report it with details, and make normal tehincal post.
If you want just to spam, fly in another section.
