Phones listed by exe, have already included loaders in exe.
Many devices have compatible loaders and use same sign key, and can be serviced in this way.

But...some brands (nokia android with srpd cpu for example) , and posible others, not allow to share in public firmware and loaders.
Only service centers have such information.

In this case if phone is not listed in exe, have own sign key and firmware for this devices not exists, you can desolder flash ic and use jtag toolbox to service such devices.
