Tried unlock success but still simlock permanently locked, checked imei found second imei damaged, repaired but still simlock permanantly

Acording to exe log phone must be unlocked.
Second imei is not signed in this phones, you can rewrite it without any problem.
Only first imei is signed.
Here simlock location lock strange, like somebody played with nv.
Extract atached backup to some location and try to restore it.

So what could be the problem all operations success but still displaying simcard permanately locked
