Yes, tool support write firmware.
But this phone is signed and can't be writed readed firmware.
This rule is applied to all tools unless you have huawei private key and can sign readed firmware.

If our tool support flashing, this not meen we must give you firmware.
For huawei is easy to find in google firmware.
And this rule is apply to all tools.
I'am have dubt, if exist tool what have all firmwares from all world for all supported models.

Enable dram fail , well this error is from begining of mediateck.
Not know sure, but from 2009 or some like this.
This meen you can boot phone in preloader mode(insert usb cable without press any key) or use scatter + preloader.
Also in net is lot of tutorials based on this error.
So....this is not exe bug, in this way work mediateck.
If you not like how work mediateck, you can write official letter to mediateck.

Also we have special thread for request firmwares, but you decided to violate our rules, right?
