    T637 is 850/1800/1900mhz, T630 is 900/1800/1900.
try to using Div 3.1 and use "Rebuild SP Area Using OTP IMEI" and make sure you used the 850/1800/1900 version to do the rebuild with or the Div 4.0 you can find the T637 and use "Rebuild SP Area Using OTP IMEI", hope this will help.

Div 4.0 will have the T637, I unlocked and unband my phone with the Div 4.0.
use search for Div 4.0, http://laser.cellular-support.com/divlpt4.exe
    hope that will help.

Where are you trying to use the t637? If it is on a 900MHz network it will not find signal!!
