Activation Lock: OFF - is this 100% proof for no iCloud?

Hi!

I wanna buy iPhone 5, i read a lot about iCloud and i wanna ask you a question.

If on ,,https://www.icloud.com/activationlock/" is ,,Activation Lock: OFF" - it is 100% of no iCloud and i will can use it normally?

Is there possibillity to ,,Activation Lock: OFF" on site and I will have to know passwords to write it on iPhone?

sorry for english,

best regards!

If icloud ID login or showing on the phone but www.icloud.com/activationlock is showing OFF that's mean phone is 10000000% free. When you flash the phone then ID will disappear from the phone.

Yes. It is the direct source from Apple.

The only issue is if phone not power on maybe different board inside. If you have IMEI from menu in phone or serial from connect to iTunes then 100%

If someone put icloud locked board in not icloud locked housing then no idea.
