Tried with R-SIM bypass? Could be a problem with SIM card itself.

The most common reasons for the iphone can't reach activation server as follows:

1. No network connection. Try moving to a different location.
2. Loose or missing SIM card. iPhones can’t activate if the SIM card is not properly seated.
3. Mismatched SIM card. If you switched the SIM card thinking you could just activate the phone on a different network, that’s not how it works. The phone also has to be designed to work on the network on which it is being activated, and unlocked by the previous carrier.
