after jailbreak... use the no wifi unlock posted by ramjan, just click the unlock.bat then reboot the unit.... tested 100 percent working.. if you don't have the copy yet.. feel free to search for it...

if you have 3.1.2 (Modem 05.11.07 ) then just unlock it with blackra1n if its no wifi, you need flash with custom firmware and then put file blacksn0w.dylib to /usr/lib/
and file com.apple.CommCenter.plist to /System/Library/LaunchDaemons/
reboot your device and it will unlocked and will find the network
