No, you can't .
For unlock solution read the sticky threads use search in forum and Google !

without saved shsh you can restore only on 6.1

Anyway double check with tu and redsnow. Maybe cydia has some blobs

Cause if phone has bb 6.15 means that someone jailbreaked it before

Dear

Downgrade ipad baseband using redsnow
Then flash it with 4.1
After that you check shs with tinyimbrella or redsnow
