I have HTC Explorer A310e in Hand for Flashing Problem
I tried to S-off But i could got Success

You can flash phone with "ruu_pico_htc_asia_wwe_1.27.707.2_radio_10.35d.80. 09h_1.11.82.17_release_227267_signed.exe" without S-OFF.
Remember phone must be lock or relock bootloader.

OR

If you have another CID file but version is same , you can flash phone with "recovery.img" and "system.img" and "boot.img" without S-OFF.
