go to fastboot click on edl mode then do factory reset

Solution: Flash MIUI v7.2.3.0 using mi flash tool (flash all) to bypass the mi account setup after flashing.
However if you update to MIUI 8, again the device will be locked.
Suggestion: Better switch to a custom ROM
