my advice ;

first delete modemst1-2 and fsg
then restore qcn..
if not work still ; flash latest modem .

it wil be working ...

I can not erase modemst1, modemst2 and fsg.

C:\adb\fastboot devices

C:\adb\fastboot erase modemst1
