Confussion on PC Bind - GSM-Forum

Team i don't understand why the tool thinks that i'm trying to login from different PC i just format my computer that i used to work on chimera with new fresh windows and when i try to login it displays error 'binding with another pc'... But it's same PC why this happened? With all do respect we need more optimized algo on this pc change security team waiting for 48 hours is a lot because of formatting my pc
