It's not a firmware, it's just HBOOT files to flash before the full MM firmware,
If you can get that file for us, that'd be much appreciated,

Another thing, If you can share with us "firmware decryption keys", so we can use 'em to decrypt, modify and encrypt back (sign) firmwares, that'd be amazing,
I know its not easy as every device and every android version has unique key,
But still something to think about,

1. You don't need this particular file, you can use file no. 465517 to upgrade your hboot, and then full flash with any desired full flash.
2. There are no "decryption keys" for the firmwares, besides the firmware encryption, there is a RSA signature, which nobody has, except HTC. You can S-OFF your phone, and modify the firmware as much as you want, by using custom recovery, you can make an image of your system, modify it and write back, no keys or signatures are required.

Because there is a newer version of the firmware and 1.95.401.3 is still not present on the support site, I would like to request at least that newer one.

The support site still has a really old firmware for the unlocked european HTC 10 and it takes a long time to update it to the latest version.
My first request for a newer firmware was a week ago and I got no answer at all.
So how long should I wait?

We cannot tell you exact dates, you must understand, that not all firmwares are available as a retail mode, some of them are available only for initial flashing in factory, so it takes time before it's released to the general public (e.g. service centers).
