Depends on the specific model, most are NOT hard coded, a couple are hard coded into radio firmware. Some will be dependent on the antenna, which is obviously hardware

It is an HTC phone, but it is not really using HTC's typical bootloader security, nor is the unlock mechanism the same. All pixel devices "appear" s-off, but the devices read it as S-ERR. There is still signature validation to the bootloaders. S-OFF serves no purpose on the pixel.
