Predefine your settings. Connect XTC2 clip to the com port of your computer. Go to SD editor and change cid to super CID. S/off value should be 0. And put your Imei no inside the imei Box and save to drive. Now second method is to put that flex cable directly to your Micro SD card slot and run fastboot mode and select simlock option. Now go way down to select yes option by selecting vloume up button. And reboot. Select simlock option again if you dont see big execution list. Make sure to place your flex cable on SD adapter slot and push gently inside your phone.

Why do you say you cannot change CID, and S-OFF, when you log says your phone is S-OFF and your CID was changed?! Did you forget to reboot fastboot?!

Phone is original from Verizon? Check that model code match the firmware, because if wrong firmware was flashed, it can cause such problems.

Also try to do master reset or enter wrong pass 30 times, it should reset.
