Will it be available is fixing htc devices that only detect as Qualcomm USB mode?
Will S-Off be available for new devices?

2 s-off on new devices has been disabled by htc (not possible for the moment)

Why then Sunshine supports S-Off for devices HTC U11, HTC U12.

do u mean permanent s-off or temporary?
u can perform anything with xtc2clip without s-off
cid repair, imei repair, debrand etc

Temporary S-Off is also good, you can change the SID, MID, convert with a small number of steps. Periodically there are requests.

Temp S-OFF gives nothing but CID (and sometimes MID, but not always).
Furthermore you need to unlock BL, install TWRP, install root, install APP, etc, etc. XTC 2 Clip works faster.

There is no Android 9 for U Ultra, but it's fully supported even for older versions.
