Well that's easy, just apply for it through Xiaomi. You have a bunch of tutorials online for how to do it.

Well I have the MIUI 13 with Android 12. And all I did is I flashed the official recovery ROM. I'm not sure if the OTA update is already pushed out but you can easily update it manually through recovery.
If all you want is the MIUI 13 with Android 12 you don't need to unlock the bootloader.

Or if your goal is to remove the Mi Account then you need to have access to the original email or phone number associated with that account.

how did you update ota ? via recovery ?
there is no option to flash recovery ?

Power off the phone first, then hold Volume + and power button until Mi Recovery starts up.
Using the volume buttons for navigation up or down go to the last option Mi Assistant.
Then press power button once to enter the mode.
Use Mi Flash Pro for flashing the recovery ROM.
But first please confirm what MIUi version is your phone by going to Settings, About menu
Is it EEA, Global or some other.
Post it here so I can check for the availability.

phone is mi locked so flashing supported via recovery ?
