Did you ever figure out the solution for this?
When you say it was still locked what error are you getting if you don't mind sharing. Is it like giving you the prompt for a code or something. Sorry if that is a stupid question i was just wondering. i just know this is not a quad band phone.

after unlock with falocn go to 255 try remaning condition
