HCU+Phoenix and DC unlocker are quite different activations:
So, you won’t be able to access DC unclocker for simply activating HCU. Good luck

no you can not ....only hcu client and dc phoenix

so dc unlocker is every year i obligate activate every year or one time activation fee

All activations are permanent and one time.
