YES DC Phoenix can downgrade such devices but those solutions are private and paid solution's which can be work perfectly on DC PHOENIX

You Can downgrad many Huawei models with DC-phoenix but you need learn more and more info about Huawei firmware and where you need star or stop and what you need check
