3210 full signal w/ logo can't make call - GSM-Forum

i have this 3210 w/ full signal and logo, when try to make a call, the phone sounds 3 beeps. on netmonitor rxlvl=-72 before making a call, then becomes xxxx, then call drops, then returns to -72 or -73... is this hardware problem or phone is blocked???
