Can't update S-card - GSM-Forum

From a long time ago I can't update my S-card I try on many pc's with IE7 and above, alswo with Google chrome but nothing, simply the window when you update smart clip and s-card just don't pop up, I do everything I chose the options in active x in internet options but nothnig happens, is there another way to update my S-card? if so please let me know...
