How to format phones with "No license to produce?" - GSM-Forum

Hi everybody;
I'm sure you heard about chinese phones with "No license to produce" problem.Regarding Infinity options i always read eeprom to avoid getting this problem and spoiling customers' phones but as a matter of fact i don't know exctly how to do format FFS coz even with infinity i get the same error when i format FFS but as soon as eeprom backup is written to the phone it's live again but prblems like "Check operator service" is back too.Is there asny option to solve this kind of problems?

Brother this phone is ok and without "No license to produce" coz i am wise enough to read eeprom b4 any operation,now my question is:
How shall i format this phone?
