Hi all
My problem has been solved with a custom rom.
I downloaded the rom Team Venom - HTC One M7 Downloads, and absolutely ur bootloader should be unlocked. Then you copy that rom to a flash memory and connect flash memory with otg cable. Then install the custom rom and all done..

Relock the bootloader nd flash the ruu

to relock fastboot oem lock

or keep relocked flash custom rom

* Must installed htc sync DriverDownload

* Install fastboot adb DriverDownload

* Unlock bootloader TutorialHerescrol down nd read there

* Download nd install TWRP RecoveryHere orCWM RecoveryHere Installation turoialHere

* Copy the rom into flash drive Rom Download here

* Go to recovery mode in your device , then plug in USB Flash drive
with USB OTC and connect to your device

OTG usb Image Below



* Select Advance >> Mount USB OTG , select Install located to ROM in Flash drive

* Then just flash ROM

* Wait for moment until Successfully

Done and reboot your device
