you are in the need of many things my friend.
one of us could point you to one arabic firmware for said phone model but, for all nokia mobiles? those are too many... you can still use navifirmplus to get many nokia firmware (including your rm-774) but for old dct4 you have to get firmware packages around this forum, other foruns, blogs, etc, with links to them.

ipad 6.1.3 jailbreak? wrong section but i answer anyway. Apple updated iOS for the 6.1.3 fixing the evad0rs found xploits... so, door is closed for 6.1.3 jailbreak.
IF you have the blobs (shsh files) from early versions of the iOS (use tinyumbrella to check with cydia), its your only way.

again, those are many handsets your are requiring help, samsung, htc, etc.... too many... and again, wrong section...

Normaly to get a place were you have this amount of files for each brand, you're searching for a paid server or a box with support area hosting this files.
